36 residences in Boulder singled out for COVID restrictions

Boulder County Public Health on Thursday took the extraordinary step of ordering restrictions that apply to the residents of 36 addresses in the city of Boulder as a way to reverse a rise in new COVID-19 cases.

The action is believed to be the first time a coronavirus public health order in Colorado targeted a specific residential address that was not a long-term care facility.

The order also includes a provision that applies to anyone age 18 to 22 anywhere in the city and says they “may not participate in any gatherings of any size, whether indoors, outdoors, on or off campus, or with individuals of any age.”

The order comes after several weeks of an alarming rise of new COVID-19 cases. The “vast majority” of the rise in Boulder County is due to transmission among young Boulder adults, especially students at the University of Colorado Boulder, according to a press release from the county’s public health authority.

Residents of the 36 residences are subject to strict restrictions that align with the state’s Stay at Home set of restrictions, which applied statewide for several weeks starting March 26. The residents are permitted to leave their home only for essential activities. Each resident of the 36 properties is required to report their name to the city of Boulder within 24 hours of the issuance of the order.

The 36 residences are student housing, including fraternities and sororities. They made the list because they constitute congregate housing, have already been the site of outbreaks or have already been the site of public health order violations, according to Chana Goussetis, spokeswoman for Boulder County Public Health.

The order will take effect 4 p.m. Thursday and apply for the next 14 days.
